Bearspaw First Nation taking steps to economic reconciliation

Bearspaw First Nation has taken a step toward economic self-determination and regional collaboration with a presentation to a Rocky View County (RVC) council committee, outlining plans for a new Indigenous-led development. 

Chief Executive Officer Robert Shotclose appeared before council’s Public Presentation Committee on Wednesday, April 23, to provide a high-level overview of Bearspaw’s vision for a 298-acre parcel of land along Highway 1, just west of Calaway Park. 

The project was characterized as a pathway to reconciliation that would benefit both the Nation and RVC. 

“We want to work on a master plan for these lands—to get something done, collaboratively,” Shotclose told the committee. 

He said the Nation is committed to a cooperative process, proposing a development framework that aligns with RVC’s regulatory processes and includes potential zoning amendments to designate the land for business, medical, retail, retirement, and residential uses. 

Additionally, Bearspaw First Nation envisions subsequent applications to establish targeted urban reserve areas, unlocking further opportunities for the Nation that could include a health campus that would be publicly accessible. 

The development aligns with Bearspaw First Nation’s key priorities of reclaiming economic independence, overcoming historical challenges, and building constructive partnerships.

By leveraging privately funded development, Bearspaw First Nation aims to create employment opportunities and long-term economic benefits. 

The project also seeks to demonstrate how Indigenous and municipal governments can collaborate for shared success. 

“We want to build something that we can be proud of. That’s long-lasting and beneficial,” Shotclose added. 

He said Bearspaw First Nation has forged positive relationships with neighbouring counties such as Clearwater and Foothills and now seeks to build a constructive partnership with RVC.
