Cochrane introduces staggered animal licensing

Cochrane pet owners who received their annual renewal letters in December for their animal licences should take note of a change being made this year.

While fees are still due by the end of January, the rates are now pro-rated, meaning that pet owners will pay twice this year: the first payment will be for January until the determined year-end month (which will differ per household) and the next payment would be for from that month until 12 months later.

“The purpose of this is to make it more efficient, so people get better service in the long run,” said Julie Haskill, communications advisor with the town, adding that the service model will be much like vehicle registration.

“(The due dates will be) spread out throughout the year so we can work with the community monthly,” explained municipal enforcement officer, Charlene Ruttle.

Ruttle said overall, the animal licensing service provided by the town has been effective.

“In 2012, we impounded 72 dogs and in 2013 we apprehended 44 dogs — that (reduction) is for sure due to licensing,” said Ruttle, adding that when licensed dogs at large are caught, municipal enforcement officers do their best to reunite the pet with their owner, prior to bringing them to the town kennel.

Since 2013, Cochrane cat licences are also required; Ruttle said the number of cats apprehended between 2012 and 2013 remain around the same.

In 2012, approximately 3,157 dog licences were sold. In 2013, approximately 4,125 dog licences were sold, as well as 764 cat licences; these figures are approximate as replacement licences are also included in these numbers.

The fine for an unlicensed dog is $150; licensed cats are required to remain on their owner’s property at all times, if let outside.
